Josphat Gitonga Kabugi will go down in history as the gentleman who served as the 1st Deputy Governor in Laikipia County.
Before assuming the role of Deputy Governor, Kabugi had an illustrious career.
Born and raised in Majengo, Nanyuki, Kabugi’s educational journey began at the present-day Nanyuki Social Hall. He continued his secondary education at Nanyuki High School and later at Murang’a High School. Prior to university, his time at the National Youth Service (NYS) saw him graduate as a Corporal and the Overall Best Recruit, demonstrating early leadership and discipline.
He holds a degree in Water and Soil Engineering from Egerton University, showcasing his foundational expertise in a critical area for Laikipia. Furthering his professional development, he became a CPA holder and taught Business Studies at Strathmore University.
His pursuit of knowledge led him to the University of Windsor in Canada, where he trained as a Financial Analyst, later specializing in Tax and Change Management. This unique blend of water engineering and financial acumen has significantly shaped his effectiveness and approach during his tenure as Deputy Governor.
Kabugi’s political journey began with a bid for the Laikipia East MP seat in the 1997 Elections, where he demonstrated significant early political strength, finishing a close second to Mwangi Kiunjuri. This early experience honed his political acumen and laid the groundwork for his future endeavors in Laikipia politics. Kabugi proved his political influence as the running mate to the Governor Joshua Irungu by helping to mobilize votes that tilted their balance in their favor during the hot campaigns for the pioneer gubernatorial seat.
At the beginning of his term as Deputy Governor, he was also in charge of the Department of Water and Co-operatives. He drafted the 1st budget template and also set on an onerous journey of making Laikipia the 1st water secure county in Kenya. He managed to secure Kshs.110 million funding for Tigithi Water Project and water bourses for Laikipia North. He was also very instrumental in the electrification program for Laikipia North.
Rift in leadership
A few months into their governance, Kabugi disagreed with his boss the governor mainly on ideological reasons and the manner of running the government. The differences were aggravated by the personalities involved and differing visions for the development of Laikipia County; he advocated for a more inclusive governance approach and sought to engage the community in decision-making processes, believing that local input was vital for sustainable development.
This ideological rift not only caused tension between the two but also created divisions within the county administration, as other officials and stakeholders took sides based on their own interests and alliances.

Notably, Kabugi, then an executive member of the Chamber of Commerce Laikipia chapter, spearheaded the organization of the inaugural Laikipia County Gubernatorial Debate in 2017. His strategic political maneuvering was also instrumental in the formation of the “Laikipia Dream Team,” a coalition that ultimately led to the ousting of the then Governor, Joshua Irungu. Kabugi played a pivotal role in uniting various aspirants vying for the top county seat, effectively paving the way for Ndiritu Muriithi’s successful gubernatorial journey.
During the 2022 elections, Kabugi campaigned vigorously across Laikipia County as the gubernatorial candidate for the NARC Kenya party, led by Martha Karua, under the Azimio la Umoja One Kenya coalition. He and his running mate, Magdalene Nyokabi Njihia (Nyoks), generated considerable excitement. However, following “consultations with his party leader,” he ultimately withdrew from the race.
This grassroots support could be a vital asset in any campaign, reflecting a desire for change or continuity in leadership style.
As the 2027 elections approach, the political environment in Laikipia will be crucial. Factors such as potential opponents, party alignments, and shifts in voter priorities will influence Kabugi’s chances. As Deputy Governor and Waziri for Cooperatives, he channeled this belief into an attractive poultry proposal, leveraging the county’s natural advantages and securing a substantial Kshs 2.6 billion investment commitment from a South African Investor.
Sadly, this promising initiative was ultimately derailed by a lack of essential infrastructure and the necessary political good-will, resulting in the investors’ departure. While past challenges hindered its immediate success, the poultry sector in Laikipia still holds significant promise, a potential that Kabugi continues to believe will eventually be achieved.
Known as a big-ideas person, his brand of politics is powered by the belief that good leadership can transform lives. His strategy for unlocking Laikipia’s potential hinges on achieving water security.
Drawing on his expertise as a soil and Water Engineer, he champions the idea of water as a powerful economic enabler for widespread prosperity.
His political ethos emphasizes that while building infrastructure and institutions is vital, it must be done without causing economic hardship; striking this balance is fundamental to his politics.
In a testament to his commitment to transparency, his party leader, Martha Karua, publicly acknowledged Kabugi’s willingness to put his campaign promises in writing during his 2022 manifesto launch.
Post the 2022 elections, his notable gesture of extending an olive branch to former political rivals, grounded in the conviction that Laikipians are united by more than their differences, has fueled widespread calls from pundits and citizens alike for him to seek Laikipia’s highest office in 2027.
