President William Ruto and ODM leader Raila Odinga on Thursday, March 7, 2025, signed a landmark 10-point Memorandum of Understanding (MoU), marking a new era of political cooperation between Kenya’s two major parties, UDA and ODM.
The MoU, signed at State House Nairobi, focuses on the full implementation of the National Dialogue Committee (NADCO) report, curbing government extravagance, ending abductions, and intensifying the war on corruption.
In a rare show of unity, the two leaders promised to steer Kenya towards political stability and economic recovery by prioritizing reforms that reflect the spirit of national dialogue.
MoU ‘about Kenya’
“This MoU is not just about UDA and ODM. It is about Kenya. We are committing ourselves to the principles of accountability, good governance, and respect for the rule of law,” President Ruto said. “We must put an end to wasteful expenditure and redirect resources to serve the people.”

On his part, Raila hailed the agreement as a “turning point” in Kenya’s democracy, saying it would help prevent cycles of political unrest.
“For a long time, we have watched politics divide this country. Today, we say enough is enough. Our people deserve peace, justice, and prosperity. We will ensure the NADCO report is implemented fully,” Raila stated.
Key resolutions
Among the key resolutions in the MoU are the enactment of laws to anchor the NADCO proposals, strict action against corruption, and a joint framework to monitor government spending.
Both leaders also committed to ending forced disappearances and politically motivated abductions, which have sparked public outrage in recent months.
“The era of political intimidation and extrajudicial tactics is over,” said Raila. “We are going to protect the rights and freedoms of every Kenyan.”
The agreement further includes establishing a bipartisan oversight committee to audit government projects and ensure inclusivity in public appointments.
Political analysts say the MoU signals a possible end to hostile opposition politics and the start of issue-based leadership.
“This is a significant political moment. If Ruto and Raila stick to their pledges, Kenya may experience unprecedented political calm and focused governance,” said political commentator Dr Joyce Mwangi.
The leaders promised to unveil an implementation roadmap within the next 30 days.
