Former Attorney General and Public Service Cabinet Secretary Justin Muturi has launched a blistering attack on President William Ruto, declaring him unfit to hold the highest office in the country.
In a revealing interview on NTV’s Fixing the Nation show on Friday, April 4, 2025,
Muturi questioned the President’s integrity and commitment to fighting corruption, stating that Ruto’s public persona is vastly different from who he truly is behind closed doors.
“Ruto is unfit to lead”
“I think William Ruto is unfit for the position of the President of the Republic of Kenya,” Muturi said bluntly. “I have sadly come to that conclusion. And I have no bitterness. It’s my own assessment.”
Muturi, who served closely with Ruto before being dropped from Cabinet, said he had watched with concern how the President publicly presents himself as a reformer, while privately engaging in behavior that contradicts his message.

“When I sometimes watch William Ruto talking to members of the Cabinet and say that ‘I does not want to see corruption in my government,’ I start wondering, ‘who is this talking?’” he remarked.
“Absolutely, very, irredeemably corrupt”
Asked directly whether he believed President Ruto was corrupt, Muturi did not hesitate.
“Absolutely. Very. Irredeemably corrupt!” he responded.
Refused to approve controversial Sh129 billion deal
Muturi revealed that he was pressured by Ruto to approve a controversial Ksh.129 billion deal with Russian investors under the guise of an environmental project.
According to Muturi, the deal involved a proposed investment from Russian oligarchs to support a tree-planting initiative in Kenya. However, he refused to sign off on the agreement, citing legal concerns. “The money was being presented as a grant to grow three billion trees, but such funds cannot be channeled directly to a ministry—they must be routed through the National Treasury,” Muturi stated.
He explained that he was attending the COP28 climate summit in Dubai when he received a call from President Ruto, urging him to immediately sign the agreement upon arrival.
“Ruto told me the Russians were already at the airport waiting for my signature. I refused, insisting I needed to study the documents back at the office first,” he recounted.
Muturi said the proposal came in the form of a Memorandum of Understanding (MoU), but raised suspicion over the president’s intent. “Whenever Ruto announces a big project, it usually has a hidden money-making scheme behind it,” he claimed.
Arror and Kimwarer scandal
In addition to the Russian deal, Muturi also criticized the infamous Arror and Kimwarer dam projects, which have been riddled with controversy and accusations of graft. The Kenyan government secured a loan of Ksh.63 billion from the Italian firm CMC di Ravenna for the projects, but questions soon emerged about inflated costs, poor execution, and lack of transparency.
“I declined to sign off on the Arror and Kimwarer dams. Billions were already paid to the Italian company, but in the case of Kimwarer, no construction ever took place because the feasibility report was deeply flawed,” he revealed.
Muturi further disclosed that he was repeatedly invited to accompany delegations led by Ruto to meetings with the Italian Prime Minister and President. “I was summoned by the Head of Public Service on three different occasions to join these meetings. But I kept wondering why—especially since the country was set to lose Ksh.38 billion. They were pushing for my signature, and I stood my ground,” he said.
He went further to allege that Ruto was the mastermind behind the controversial Adani energy deals that sparked public uproar over transparency and due diligence. Muturi claimed that the deals were handled in secrecy, with no regard for legal or ethical procedures.
“He was behind the Adani deals,” Muturi alleged. “William Ruto is a person with two personalities. The William Ruto that presents himself to the public is a completely different character from the one who sits behind the office and crafts stuff. Such a person is quite a dangerous character.”
A deepening rift
Muturi’s remarks come at a time of increasing political discontent in the Mt Kenya region, which overwhelmingly backed Ruto in the 2022 general elections.
Recent weeks have seen prominent leaders from the region, including Nyeri Governor Mutahi Kahiga and former Transport PS Irungu Nyakera, openly criticize the President’s administration and accuse it of betrayal and high-handedness.

Political analysts say Muturi’s criticism is likely to widen the rift between Ruto and his former Mt Kenya allies.
“Muturi’s statements reflect a deep feeling of disappointment and betrayal,” said political analyst Lydia Wanjiru. “This could mark the beginning of a serious political realignment ahead of 2027.”
By the time of publishing, State House had not issued a response to Muturi’s remarks.
