Nairobi, Kenya – President William Ruto has dismissed Public Service Cabinet Secretary Justin Muturi and appointed Mbeere East MP Geoffrey Ruku as his replacement.
In a broader Cabinet reshuffle, Ruto also reassigned Aden Duale from the Ministry of Defence to the Ministry of Health.
Meanwhile, Deborah Mulongo Barasa, who previously served as the Health Cabinet Secretary, has been moved to head the Ministry of Environment, Climate Change & Forestry.

Additionally, the President has nominated Ms. Hanna Wendot Cheptumo, the widow of the late Baringo Senator William Cheptumo, as the new Cabinet Secretary for Gender, Culture, The Arts & Heritage.

The changes come as Ruto moves to strengthen his administration, with the new appointees expected to play a key role in driving government policies and reforms. The nominations will now go through parliamentary approval before the new CSs officially take office.
Muturi troubles
Muturi’s troubles began after he was accused of failing to provide legal clarity on key government projects, including the controversial housing levy, which faced multiple legal hurdles. His reluctance to aggressively defend Ruto’s policies in court reportedly led to frustrations within the administration, eventually resulting in his transfer from the AG’s office to the Public Service docket.
