The Teachers Service Commission (TSC) has named Eveleen Mitei as the Acting Chief Executive Officer following the commencement of terminal leave by Dr Nancy Macharia, who is scheduled to retire on June 30, 2025.
In an internal circular dated June 1, 2025, Macharia announced that she had officially begun her terminal leave, effectively stepping aside ahead of her upcoming retirement.
Her exit brings to a close a distinguished career at the TSC, where she held various leadership roles and played a pivotal part in reforming Kenya’s education landscape.
“I am proceeding on terminal leave effective June 1, 2025, in view of my retirement from the Teachers Service Commission on June 30, 2025, after serving in different capacities.
Meanwhile, the Commission has designated Ms Eveleen Mitei to serve as Acting Commission Secretary/CEO until my replacement is appointed. I urge all staff to support her in this role,” Macharia stated.
Court halts recruitment amid petition
Mitei’s appointment comes at a time when a legal battle is unfolding over the ongoing recruitment process for the next CEO. The Employment and Labour Relations Court in Mombasa has issued a temporary injunction halting the recruitment following a petition filed by a local resident, Thomas Mosomi Oyugi.
Oyugi alleges that the process violates constitutional principles and includes unfair selection criteria. “The prevailing status as of 5:10 PM on May 27, 2025, in relation to the contested recruitment, shall be maintained until further directives are issued by the court,” ruled Justice Kebira.

In May, a notice published in MyGov invited eligible candidates to apply for the CEO post, which involves providing strategic leadership and overseeing the Commission’s operational responsibilities. “The Secretary will serve as the Chief Executive Officer of the Commission and be responsible for executing the policies, resolutions, and strategic goals of the Commission,” the job advert partially stated.
The incoming CEO will serve a renewable five-year term as stipulated under Section 16 of the TSC Act. Applicants must comply with Chapter Six of the Constitution and demonstrate at least ten years of experience in education, public or human resource management, financial oversight, or general administration.
Application procedures
Prospective candidates were directed to download the application form from the TSC website and deliver it—along with all relevant documentation—to the Commission Chairman’s office in Upper Hill, Nairobi, by Tuesday, May 27, 2025. In addition, applicants were expected to secure clearance from the Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB), Ethics and Anti-Corruption Commission (EACC), Directorate of Criminal Investigations (DCI), and Credit Reference Bureau (CRB).
This leadership change comes amid significant policy overhauls at the Commission, as it contends with heightened scrutiny regarding teacher administration and education standards in the country.
Reflecting on her tenure, Macharia expressed pride in the Commission’s accomplishments, noting the challenges overcome and the improved service delivery achieved under her leadership.

She lauded the professionalism of the TSC staff and encouraged them to remain committed to the Commission’s mission throughout the leadership transition. “I am deeply proud of you, not just as TSC employees but as an exceptional team.
I urge you to stay focused, continue offering top-notch service, and uphold the core principles that define our institution. As we look ahead, I trust you will give my successor, the leadership team, and the Board your full support as they guide the Commission to even greater progress,” she concluded.
