The National Police Service (NPS) has confirmed the arrest of a police officer who was filmed shooting an unarmed civilian in Nairobi’s Central Business District on Monday, June 17, 2025.
Inspector-General of Police Douglas Kanja ordered the immediate arrest and prosecution of the officer after the shocking incident, which was captured on video and widely shared on social media. The officer used an anti-riot shotgun during the confrontation, sparking outrage across the country and drawing criticism from human rights groups.
“The National Police Service has noted with great concern an incident involving the shooting of an unarmed civilian by a police officer within the Nairobi CBD,” said NPS spokesperson Muchiri Nyaga in a statement released Tuesday.

The police confirmed that the officer in question had already been taken into custody and would face legal action. “Following this incident, the Inspector-General ordered for the immediate arrest and arraignment in court of the involved officer. The said police officer has since been arrested,” the statement said.
According to the NPS, the civilian was rushed to hospital and is receiving medical attention. No details were provided on the victim’s identity or the extent of the injuries sustained.
NPS warns against criminal elements
The statement also addressed growing concerns about the nature of the protests, with police alleging that groups of individuals armed with crude weapons had infiltrated the demonstrations. The NPS described them as “goons” and warned that any criminal activity would be dealt with firmly in accordance with the law.

“The Service takes great exception and does not condone such unlawful groupings. Investigations have commenced to identify and deal with the criminals accordingly,” Nyaga said.
The incident comes amid rising public anger over police brutality, with recent weeks marked by mass protests calling for greater accountability within the force.
As the investigation continues, civil rights organizations have demanded transparency and swift justice, urging the NPS to demonstrate a genuine commitment to reform and the rule of law.
