Former Cabinet Secretary Raphael Tuju could be among the key beneficiaries of President William Ruto’s anticipated Cabinet reshuffle following his unexpected appearance at the signing of a political pact between Ruto’s United Democratic Alliance (UDA) and Raila Odinga’s Orange Democratic Movement (ODM).
Tuju, a close ally of Odinga and a key figure in the 2022 presidential election vote tallying at the Bomas of Kenya, attended the event at the Kenyatta International Convention Centre (KICC) on Friday, March 7, 2025. His presence, coupled with his visibly high spirits, has fueled speculation that he may be positioning himself for a return to government.

A political comeback in the making?
While Tuju has largely kept a low profile since the 2022 elections, his resurfacing at the high-profile event suggests he could be angling for a new role in government. The agreement signed at KICC has reshaped Kenya’s political landscape, bringing Odinga and his ODM party into cooperation with Ruto’s administration. Analysts believe this deal could open doors for some of Raila’s close allies, including Tuju, to secure government positions.
Political analyst James Murache notes that Tuju’s presence was not accidental. “Tuju has been one of Raila’s most trusted strategists. His involvement in the KICC event indicates that he might have a role to play in the unfolding political realignment. Given Ruto’s looming Cabinet reshuffle, he could be a prime candidate for appointment,” says Kagwanja.
From Raila defender to Ruto’s government?
Tuju played a crucial role in the 2022 elections, especially during the dramatic tallying process at Bomas. As the Executive Director of Azimio la Umoja, he was among Raila’s fiercest defenders, challenging the credibility of the election results that eventually declared Ruto the winner. His sudden shift towards a more reconciliatory stance has left many questioning whether he is now aligning himself with Ruto’s government for strategic reasons.
An ODM insider, who spoke on condition of anonymity, hinted that Tuju could be eyeing a significant role. “He has always been an asset in Raila’s camp. If the cooperation deal means Raila gets some government influence, Tuju could be a natural choice for a top position,” the source said.
Will Ruto reward Tuju?
President Ruto is expected to shake up his Cabinet soon, with speculation rife that some underperforming ministers will be shown the door. The new political alliance with ODM could mean that a few slots might be given to Raila’s trusted allies, and Tuju’s political experience makes him a viable candidate.
A Kenya Kwanza legislator, speaking off the record, acknowledged the possibility. “It would not be surprising if Tuju is considered. He understands government and has been a key political player. If Raila gets a share of government positions, Tuju is definitely in the mix,” he said.
