The National Cohesion and Integration Commission (NCIC) has summoned Homa Bay Town MP Peter Kaluma over remarks he allegedly made in Homa Bay, threatening people opposed to President William Ruto’s “two-term” campaign in the region.
The commission has ordered Kaluma to appear before it at Britam Towers, Upper Hill, Nairobi, on Wednesday, August 19, 2026, at 10am to assist with ongoing investigations.
In a statement dated Monday, August 17, NCIC said it was investigating remarks made by Kaluma on or about August 15 in Homa Bay County during activities linked to the Linda Mwananchi rally.
Following the violence that erupted during the Sunday’s rally, one person was reportedly killed, tens injured and a trail of destruction of property reported.
The summons cites Sections 27, 29 and 63C as read with Section 63E of the National Cohesion and Integration Act.
NCIC cites inflammatory remarks
According to the summons, NCIC is investigating remarks in which Kaluma allegedly threatened people who supported a one-term presidency and those perceived to have worked with political opponents.
The commission quoted the remarks as saying: “As from today we are issuing the command that anyone that says one term deal with them.”
The statement further attributed to Kaluma says: “Anyone that has worked with the other side, even if they were a driver and they feel they cannot walk with us, must now disappear.”

NCIC also cited remarks allegedly directing action against hotels and houses where individuals associated with the opposing political side had booked accommodation.
“We are going to inspect all hotels and houses where they had booked, anyone who owns a hotel in Homa Bay must tell us all the guest they have, we must deal with those people and we might deal with the hotel too,” the remarks quoted in the summons state.
The commission also cited an alleged statement in which Kaluma said he had facilitated fuel for movement across Homa Bay and Rodi, while describing Homa Bay as an ODM stronghold.
“I have paid for the fuel you will use to move across Homa Bay and Rodi. This is an ODM stronghold,” the statement quotes him as saying.
The remarks allegedly ended with an appeal for President Ruto to serve two terms: “We insist that Ruto is two-term. If anyone speaks of one-term deal with them.”
MP faces warning over summons
NCIC said the investigations were intended to establish whether the remarks breached provisions of the law.
The summons, signed by NCIC Commission Secretary and Chief Executive Officer Dr Daniel Mutegi Giti, requires Kaluma to appear in person before the commission.
NCIC warned that failure to attend could have serious legal consequences.

“Failure to appear in person at the aforementioned place, date, and time, will lead to warrants of arrest being issued for your arrest and production before the Commission and/or the institution of criminal and/or contempt proceedings against you,” the summons states.
The move comes barely a week after Mukurwe-ini MP John Kaguchia was arrested and charged by the Directorate of Criminal Investigations (DCI) over such remarks.
